panic (cpu 0): get_first_free: no free memory!

I am attempting to migrate an AlphaStation 500/266 from a 4.0Dp3 DMS environment
into a 4.0Ep0 environment but without any success.

When the Alpha attempts to boot into the new environment, after reporting the amount
of physical memory the platform has, in my case 640MB, the system crashes with the error

    panic (cpu 0): get_first_free: no free memory!


If I pull a 512MB memory set, reducing my total memory to 128MB, the system boots.
But even after rebuilding the kernel, the system will not boot with more than 128MB.

Since this system works fine on 4.0D, I assume this is either a bug in 4.0E, or a configuration
error in one of the configuration files, or something I have overlooked.

The firmware on the Alpha is V5.3


I believe this question has been asked before, however I never saw a resolution to this
problem posted to the mailing list. Hepefully there is an answer.
