SUMMARY: Sendmail 8.9.3 and binmail

Thanks to Jerry Berkman who suggested using mail.local which is bundled
with the sendmail distribution. We couldnt get this to compile cleanly.

And to David Ritch who said binmail didnt cut it so use procmail.

We used procmail which compiled out of the box and has been tested
exhaustively. Looks like this is the correct solution.
