Now that I've read the relevant portions of that book, I'll summarize them.
When you wish to debug a kernel (a Unix operating system image), you
normally connect a serial line from the host running the debugger program to
the host whose kernel you wish to debug. This limits your debug sessions to
host that can be connected either by a direct serial line or through two
modems and a telephone line. Kdebugd allows you to make the connection
between the debugger and the host whose kernel you wish to debug via a
"gateway" host. This gateway relays your debugging commands from a TCP/IP
network connection to a serial line connected to the debugged system. You
can now debug a remote host's kernel over a LAN or over the Internet.

In short, if you are not interested in debugging kernels over a network
connection, you can turn this service off -- at least I *think so.*
