What kind of keyboard do you have on the two systems? It matters..
It also matters what kind of keyboard was present in the system that
says it's got a PCXAL keyboard WHEN THE SYSTEM SOFTWARE WAS LOADED
for the first time (initial installation).
You can use the command "sizer -wk" to find out what keyboard type
the kernel thinks you have, and "sizer -wp" to find out what kind of
pointer (typically a mouse) the kernel thinks you have. These are
used during installation to select the graphics support subsets that
are loaded in the system.
If you've built a kernel that only supports a pcxal keyboard and you
have an lk411 keyboard attached, it's possible that you won't get the
right keyboard recognition. You might need to install additional base
subsets to get your LK411 to work correctly.
If you used to have a PCXAL (PC style) keyboard attached, and then you
changed to an LK411, you probably need to treat it like any other change
in the hardware, and load any necessary supplemental subsets and build
a new kernel.
