patchkits and BL #'s

Is there any known way to map patchkits to BL #'s? We have an Oracle
consultant insisting that Patch BL12 is necessary for Oracle Developer
Server on DU4.0d. I have checked the documentation and can't correlate
this number to anything. I assume BL means Build Level or some such.
