URGENT: usermod: The password or group file is currently locked b y another user

Folks,

First, I'm new to the list and have scanned the archives with no success.
My manager has, in the interests of cost savings, cancelled our DEC (oops,
Compaq ;-) ) Unix support.

I'm getting this error when using usermod to clear administrative
locks/password lifetimes/etc:
        usermod: The password or group file is currently locked by another
user

As expected, I've tried rebooting without success. I'm using C2 Enhanced
security on this box (with DEC Unix 4.0 - I know, I need to upgrade). I
can't find any :t lockfiles as is mentioned in the docuementation.

I've got over 10,000 accounts on this box and the "natives" are getting
restless!
