UPDATE: solution to usermod and password file locked

Folks,

It appears that the problem was with the creation of the directory
/etc/ptmp. Seems like C2/Enhanced Security uses this part of the Base
security.

Thanks to all who responded and especially to Finn Rasmussen who mentioned
that directory!
