Terminal control information has suddenly vanished

Hi Managers!

In a new installation, CDE allows only half a login and comes up with
the enlightening

  "Terminal control information has suddenly vanished"

error.

I've seen this before, it has been discussed on this list before,
but I could not find any solutions posted. I even have a vague
memory of dealing with this before, but now I could use some help.

Does anyone know?
