        Received 2 replies.  Consensus was to upgrade to V2.9.  The URL is:

The error opening the Knowledge file is in the FAQ section.  It instructs you 
to call the DECevent support team  for recovery.  My experience was to 
upgrade, and no recovery available.
        Also, you must have a license PAK issued from the support team.  They're 12 
month licenses, current expires 30JUN2000, Next issue is DEC99.
        4.0e no longer uses DECevent, migrates to Compaq Analyze.  No license PAK 
required.
