tcpdump utility

Hi - This is my first question to the "list"

I have set up the tcpdump utility on several of my machines with no problem.
On one of my machines I get the following error when I run the pfconfig
program:

pfconfig +c +p -all
pfconfig: your system may not be properly configured; see "man packetfilter"

The man pages were virtually useless to me. I looked in my config file and
found the PACKETFILTER option was there - as it should be. I ran MAKEDEV
and created the character special files successfully prior to trying to run
the pfconfig program.

Any suggestions would be appreciated.
