Restrict ftp to local users

Hello!
The problem is very simple. We need that a local user donīt make ftp from
and to a host.
I need to know if in DU is there a way to restrict the access to some
tcp/ip services. For example, I want to restrict the ftp to
"host1", in my "host2";
I want to restrict the access to use ftp to
machineīs group or I want to grant the access to use ftp to some
hosts...

Restrict the access to the system ist very easy, we can make it with
/etc/ftpusers, /etc/shells, with a tcpwrapper, etc. But wen we need to
restrict the ftp command from my system...
The solution isnīt a restrictel shell; this user need to execute scripts
and go arround all the file system
Can you help me?
