Allowing "average" user to stop print queue

I have two queues going to the same forms printer. When we print checks, we
need to disable the po queue. I would like for the end-user to do this
without calling me to disable the queue.

Does anyone have an idea of how this can be done, besides granting root to
the user. (not an option)
