Automatic time change

Hello,

       Next 31 Oct, at 3:00 AM time will have to change to 2:00 AM.
We have our system date set as follow:
# date
   Fri Oct 22 11:42:01 MET DST 1999
#

This is the question: The change wil be execute automatically? Must we to
make it effectively using 'at' command?
