Cannot create backup copy of passwd file

Hello managers,

Recently our system was updated to Tru64V5.0 and we are having lots of
problems after changing to C2 security. Recently we are getting the
following message when we try to add a new user:

useradd: Cannot create backup copy of password file
useradd: File exists
Error, exiting useradd /usr/sbin/adduser. Check /etc/passwd.

I have checked temporary files and logs but I couldn't find anything.
What could be happening?
