ASE 1.6

Hi Managers,

I have an issue with ASE 1.6 which configured on 2 GS140. The problem is
as

- all the services configured on 1 system, if this system goes down
by shutdown -h now or shutdown -r now, The services not move to the
second system, but if i used shutdown now (single user mode) it moved
o.k.

- From Cluster monitor GUI i can drag the services from one system to
the other with no problem.
Is any suggestion?

The configuration is GS140 with DU4.0F + patch 1
                                                    ASE 1.6 + patch
