need a newer m4?

I'm trying to compile sendmail 8.9.2 for my 4.0d box, but I keep getting :

ERROR: /usr/bin/m4 failed; You may need a newer version of M4, at least as
new a
s System V or GNU

so I went to gnu.org, got the latest m4, which seems really old, version
4-1.4, compiled it, installed it, get the same error.

Anyone else compiled this sendmail on 4.0* that can lend a hand?
