Thanks to all you who responded.

Issue 2 is resolved! It wasn't licences as many suggested, but it was a
permission problem in /etc/inetd.conf.

Issue 1 is more complex. I would add the users to the system group as you've
recommended, but I feel this would allow too much power for the users. With
other UNIX systems you can login to root provided the password is known without
adding the users to the system group. Is there a way of doing this in DEC?

Managers,

I'm new to DEC unix, although I've experience with other platforms.
I've recently setup a new box (with 4.0d) for testing but I've a number of minor
problems. The first of these is

1) I can't get specific users permission to su to root. How can I set this
up?

2) The only way I can get telnet / rlogin / X windows access to the DEC is as
root, and I would like to use other users. How is this done?
