Terminal Control Information suddenly vanished

Hi

I've seen lots of questions about this in the archives, but no answers or
summaries (mind you, I've only gone back two years looking for it <g>). One
of my colleagues, who keeps saying that he must subscribe to this list, is
building a new system, and he's getting this error when trying to start X
sessions from the new system. How do we get past this one?
