xntp fails to start

I have two boxes, identical except for hostname and IP address, Compaq
(Digital) Alpha
Station 500, v4.0E, patchkit 2, firmware 5.4.

When I start ntp

/usr/sbin/xntpd -g -c /etc/ntp.conf

It starts on system "A", but not on system "B".

I have rerun ntpsetup, ftp'ed the xntpd and ntp.conf files from the working
system.
Verified the rc.config are the same. My only message is in

/var/adm/syslog.dated/(date_time) in the daemon.log

Dec 21 13:10:17 mwctss03 xntpd[30691]: xntpd version=3.4x
Dec 21 13:10:17 mwctss03 xntpd[30691]: Clock init couldn't find kernel
object file

I don't see anything I need to set in the sysconfigtab file or the HOSTNAME
file.
