Tru64 ver. 4.0f
Can I alter the destination on a print job already in a queue. This
capability has existed in HP-UX for many years with the lpalt command, but I
can find no mention of it in Tru64unix.

Answer: NO

however I will include an answer from Alan Davis which notes that this
functionality is available as a layered product for 4.0e and above. In
version 5.0 the spooler is revamped and will include this functionality.

 The BSD printing system doesn't have the capability
of moving a print job once submitted. The SVE printing
system, available as a layered product does. The new
Advanced Printing software (std in v5.0, optional in
v4.e+) also has what you are looking for.

In future releases, the Advanced Printing system will
become the standard.
