How to count # of active users are using OSF-USR units

Hello and Good Afternoon:

Users had difficulty to log into a Compaq UNIX (V4.0D) system. I suspect
the # of concurrent users has exceed the OSF-USRs limit then. I issued the
following commands: '# lmf list', '# who ?a', and '$ who ?q'.

Operating system: Digital UNIX V4.0D (Rev. 878). CPU type DECEV56_PBP.

I like to find out exactly which users are using the license units. How do
I calculate this? Are they the correct commands? Could the Active Users
counter get out of sync? Can it be reset?
