Too Many CPUs?

I have two AlphaServer 2100 5/250's.

One has 3 CPU's and two 512MB Memory boards.

The other has 1 CPU and 1 512MB Memory board.

I am no longer using the second machine in production and wanted to steal
a CPU from it.

I took the CPU from the second and put it in the first, but it would not
boot. The 2100 clearly can handle 4 CPU and two Memory slots.

Any idea why it wouldn't boot? Power flickered on for a second and than
died out.

My thoughts are that either:

1. To have 4 CPU's you have to have two power supplies?

2. Bad power supply and it can't handle 4 CPUs?

3. The 0 CPU from machine #2 is 'special' and can't be used as anything
but the primary CPU?

Any ideas?
