Slow response on Alpha 2100

Help,

     We are running an Alpha 2100 A500MP server with 1.5 GB RAM, 2 - 350 MHz
processors,
13. GB swap. It is on a 10 Mbit network (soon to go on a 100 Mbit line).
We run a cpu intensive Engineering Application (ANSYS) which sometimes requires
high
system resources for large finite element structural models. The users X into
the Alpha
server thru Exceed 6.1 from a Compaq AP550 workstation under WIN/NT 4.0 with
service
pack 5 and display the results back to their NT workstation.
    The problem is: There have been short periods of time like 5-10 minutes
when
                the response from the Alpha server has slowed down to an
unbearable
                level both at the users Compaq workstation as well as at the
Alpha console.
                I realize that the network can be the culprit when X'ing into
and from the
                Alpha server when the network servers are in a redundant mode
but the
               main question is, what are some of the probable causes for the
slow response
               at the Alpha console besides maybe a job requiring high system
resources
                                     and what is the best way to look at the
system when it is responding so slowly
                to diagnose the reason for the slow response.
