su command as root prompts for PW

Hello,

On a DS10 running Tru64 Unix 5.1 and C2-security :

 - First I telnet on that machine as user1. No problem.
 
 - I then issue 'su' or 'su - ' to become 'root' , it is OK as I am part
   of system group. I noticed that LOGNAME variable remains user1 here
   instead of being root.
  
 - I then want to become 'user2' .I enter 'su user2' or 'su - user2'. The
   commands ask me to enter the password.
   On other systems (even tru64 4.0F) you are not asked to enter the pw when
   coming from root.
  
  
  
 If I skip the first stage and telnet directly as root (only allowed on system
console) , I am able to 'su ' to any user without being prompted for the
password.
 
Am I missing something here? What parameter/file have I to change to be able
to su to any user without knowing their pw.
