Home directory protection

Hello:
   Running Tru64 V4.0F on a DS10
   I use to add new users from the GUI interface in CDE. The home
directory
created by the process used to be drwx-----x
   Suddenly, with no intervention I am aware of, the protection for
newly
created users became drwx------
   How can I revert to the previous default behavior?
