Too many hops for DNS

Folks,

How can I make my BIND servers (both 4.9.3 and 8.2.3) allow more hops? We
are finding sites that we cannot resolve because they (or their DNSes) are
greater than 27 hops away.

Our ISP has suggested increasing the TTL on our TCP stack to 100 hops.
Unfortuantely, they aren't using DEC Unix (this is 4.0F), so they cannot
provide any suggestions as to increasing the number of hops!

Help!
