Kernel Subsystem Configuration

Background:

Alpha 4100, 3 466 CPUs, 1536MB Ram, DU 4.0D

Getting user complaints that the process limit has been reached on this
server. Ran sysconfig -q proc and got max-proc-per-user=267 and
max-threads-per-user=532. Reviewed my inherited server notes and saw that
the values for this server should be 1024 and 4192 respectively. Created a
file with these values in it, ran sysconfigdb to update from this file and
rebooted. Upon reboot ran sysconfig -q proc again and got the 267/532
values again. Checked the sysconfigtab and the values are correctly set to
1024/4192. Why are the results of the sysconfig -q not changing? Are these
values dynamic, i.e. the 1024 is a max and the 267 is the current?
