openssh with enhanced security?

Hello...

  We have installed openssh (latest) on 5.0x with enhanced shadow security. What's strange is that does allow
locked accounts to connect, even when they can't with telnet/ftp. Anybody else see this? My guess is that
I didn't use the right option in configure or something. Thanks in advance...
