Can not su root

Likely a very simple explanation.
Two AS4100 servers, both with 4.0g SP2

Server1 can su root
Server2 can NOT su root

On both servers, I am logged in as root and issue the exact command:
# su root
You do not have permission to su root

Any ideas why it works on server1 but not on server2?
