Can't add user

 am trying to add a new user, and the system just hangs at the 'adduser'
command. It also hangs at 'passwd <username>' for any user in /etc/passwd. I
can run the passwd command for any existing users, and I noticed that these
users are not in /etc/passwd!
   Can anyone help please?
