Not all cpus show up on boot?

We're running Digital Unix 4.0F and had 3 EV-4 cpus in it. We recently
upgraded to EV-5 CPUS, but now on boot its only showing cpu0, not 1 or 2.
During the init on the system check, it shows all 3 cpus and does say
starting cpu 1 and starting cpu 2.

we did re-compile the kernel after we changed the cpus, so i dont think
thats a problem. Is there something in the sysconfigtab that i could
check?
