Why did shutdown -r now become a background process?

Environment - GS140 running 4.0e
Over the weekend, I issued the shutdown -r now command and instead of seeing
the expected shutdown processing, I got a background process id response.
Does anyone know why this might have happened? We ended up issuing a reboot
command from the console.
