modify umask used by ftpd

Hello,
I can't find where to change the umask used by ftpd by default.
when I send a file on a UNIX server (from a NT client),all my files are
created with -rw-r--r-- permission (i would like: -rw-rw-r--)

>From an UNIX client, the ftp command "site umask 002" works fine, but under
NT ftp, it is not recognized.
Any ideas?
