tcp wrappers

Dear Managers:

I have a problem with tcp wrappers configuration on my DU4.0F,
when I configured the hosts.allow file for allow the use of
telnetd daemon to only certain IPs this don't works, alll
hosts are denied, I think since exists an entry on hosts.deny
that looks as:

ALL: ALL

then I changed this entry to blank an kill -HUP the pid of
inetd, but this permits access from any host, now none is
denied.

I reviewed the log file and I found the line:

refused connect from 0.0.0.0

I would want understand what is the mean of 0.0.0.0 on this
line, since I am attempting to access from a host tha
