who observed the same behavior---on different machines, an
XP1000 and an AlphaServer 2100A. It seems to be a bug and I've
been advised to report it through official channels. I'll post
another summary when (and if) I'll get anything back.

Dear Managers, 
	a small annoyance: I just installed V5.1 on an Alphastation 500. 
Everything is fine except rwhod does not appear to broadcast, 
although it appears to listen allright. The network interface appears 
to be correctly configured. This machine is a normal workstation 
client with NIS and NFS (automount) enabled and all these services 
are ok. Users can login, no problem.
I have other boxes running V5.1 and rwhod works ok. The only 
difference in this case is that during configuration I made a timid 
attempt at setting enhanced security to shadow, and then reverted to 
BASE.
Any idea what I could go hunting for?
