load average change at 5.1 + PK #3

Last week I installed patch kit #3 on a Tru64 UNIX 5.1 box, which previously
had most of patch kit #2. This is on a PWS 433au.

Since then I've noticed a big change in the load average of the machine while
a compile is going on. Before patch kit #3, compiling just about any
OpenSource package would usually result in a load in the 1-3 range, which is
easy to explain (make, sh, cc, cc backend (gem_cc), cpp, etc, one or more may
be on the run queue at the same time for short intervals).

Since installing patch kit #3, the load average during compiles routinely
hangs out in the 14-35 range. ps -elf and the OpenSource util `top' don't
show anything out of the ordinary (no hordes of `sh' or `cc' or whatever on
the run queue, it all looks pretty much as before).

I'm at a loss to explain what change caused it.

Any suggestions for what might be going on?
