Sendmail: reject

We have one system that a ps -ef shows the following line-
 
root 327414 1 0.0 14:21:45 ?? 0:02.86 sendmail: reject
-bd -q15m -om 2
 
The system is no longer accepting mail and I have been only send some mail.
I adjusted the permitted queue size in sendmail.cf and I was able to flush
the mail in the queue. I was getting the following in the mail.log file.
 
runqueue: Skipping queue run -- load average too high
 
This seem to corrected it, but not the root problem
 
It was working fine and no changes to the system or the network have been
made. I can ping the mail hub and even tried switching to another mail hub
but nothing has corrected the problem. I tried doing some searches here and
at sendmail.org but there has been nothing that has pointed in the right
direction to solve this problem. We have run setup several time and
restarted sendmail also. Finally, telneting into port 25 is rejected-
 
telnet: Unable to connect to remote host: Connection refused
 
 
Great for security but not for functionality.
