access is denied in ftp

Hello,
When i try to make a ftp from a Client FTP (Tru64 Unix
5.1) and a Server FTP (Tru64 Unix 4.0g) i get
the message: user user1 access is denied.
But in the server ftp the ftpusers files only
contains:
uucp

and nothing more....
I do not know how to get the ftp work with the user1

Ideas?
