Utilitizing all of a DDS4 tape

At one of our sites we have an Alpha box with Digitial Unix 4.0G and
I'm using the bundled networker single server. The machine shipped
with a DDS4 tape backup drive. (supposedly 20 GB native/ 40 GB
compressed). Networker (or maybe its the OS) seems to think that the
tape can only hold 4 GB of data. (The result is that we go through
tapes really quickly).

How can we get Networker (or the OS) to utilize all 20GB of tape?
