The general concensus is that:

The (unofficial) release date it will be somewhere in July and that user
and group quotas will be supported, with Trucluster and CFS.

I don't think there is an official release date. July is what I heard

 There ARE user and group quotas. I tested this feature during field
test
  and it appears to work fine. There are some minor discrepencies
  in the implementation (quotas wont match exactly).

The earliest release date for Tru64 UNIX V5.1A will be in July, 2001.

What is "CFS"? Not part of the base Tru64 UNIX operating system, right?
Do you mean "will user and group quotas be supported in the cluster file
system by the TruCluster Server V5.1A product?" As far as I know, the
answer is "yes" but that's just a guess. If they're not working in the
current (V5.1) product, that would be a bug, not a design feature; the
cluster file system is SUPPOSED to implement all the local file system
semantics, distributed in a cluster. Many people would argue that the
user and group quotas have never really worked correctly in the AdvFS
file system, which is the base for the cluster wide file system, so if
you are having problems, don't assume it's a cluster file system bug.
