Help: Unable to bind to server port for over 24 hours

Can someone please help?

Sometimes after killing one of our web server processes, we
cannot restart the server process on the same server port. The server
process simply cannot bind to the same port. This is
not the case where the connection is in the TIME_WAIT state
and we need to wait a couple minutes. Sometimes we simply
cannot bind to the server port for over 24 hours and our only option
is to reboot the server.

netstat reports that there are a couple hundred ESTABLISHED
connections on that port. We can telnet to the port and
establish a new connection. However, there is no server process
that is bound to that port. The same connections continue to
remain in the ESTABLISHED state indefinitely.

The server is java based and the os version is Tru64 v5.1

Has anyone else run into this problem? Is there any way to rid of
all the ESTABLISHED connections?
