umount: 'device-busy'

Hi All,
Despite 'fuser -c /new_filesystem' and 'fuser /new_filesystem'
reporting nothing, I still get 'Device busy' when I try
to 'umount /new_filesystem'.
/new_filesystem is a freshly-created copy of an existing
filesystem, and successfully umounted and mounted before
I did a 'diff -r /filesystem /new_filesystem' to
verify the copy.

Any suggestions?
