The answer was: Read the manual.
The manual apparently ( I'll find it eventually) outlines steps for
upgrading, which involve removing TCR before the O/S upgrade.

        Dear TruGurus,

          I need to upgrade my two 1200s which are both
        configured in as ASE from Tru64 4.0D to F and the
        TruCluster from V1.5 to V1.6.
        Which should I upgrade first? The OS or the TCR ?
        Maybe it doesn't even matter.
        Please advise.
