BENTONM suggested creating a new wtmp and utmp file if they were too large.
My wtmp file was 135Meg. After replacing it, the problem was fixed.

Subject: psrinfo and pset_info long wait time
Hi,
We have an AlphaServer 4100 5/600 with 1 CPU - EV5.6.
When we issue a pset_info or psrinfo -v command, the
wait time for a response is about 15 seconds while on other
systems, the response time is immediate. My workstation has
a faster response than the 4100.
I was asked to look into this and see if there may be a problem with
the system. As far as I can tell looking through logs, etc, there is
nothing wrong with the system.
Is it just a problem with access time to this particular CPU or
is the CPU on the verge of going bad? Any insight would be
appreciated.
