changing stacksize in system and shell

Hi all,
            I have a strange problem on my new wildfire running 5.1 pk2
.
I always get this error .

%DECthreads bugcheck (version V3.18-042d), terminating execution.
% Reason: stkGet: proc stack hard limit too low for initialization

I have raised the value for stacksize in proc max_proc_stack...

Now whenever I see the shell stacksize with ulimit -a , It still points
to the default 65536.
Is there a permanent way to do it apart from putting in user .cshrc.
How do I raise the default limits ?
