how do you shrink your quota.user file?

Hello - I have a /usr filesystem that is filling up and I have this file:
-rwxrwxrwx 1 root operator 2252808192 Jul 27 13:28 quota.user
that is hugh. How do I go about shrinking it? Any help you could give me
would be greatly appreciated.
