Well, I knew it was something silly simple, and I'd like to thank

for pointing out what the issues were.
1) The data structure for utmp/wtmp/finger/etc was changed between
Digital UNIX 4 and Tru64 UNIX 5. Which probably explains why both
files were deleted and started fresh after my upgrades from 4.0D to
5.1.
2) I had a lingering copy of sshd from ssh 1.2.26 still in /usr/sbin/.
So after deleting that copy and deleting both utmp and wtmp for good
measure, all symptoms disappeared. Yay!
