Apologies for the delay in responding. The general concensus was that this
would not be a very good idea.
Several people pointed out that in many circumstances this would render the
system unusable for instance if there was a NIS failure or someone touched
/etc/nologin then there would no access to the systems.
Thanks for all the responses, needless to say, /dev/console is staying in
/etc/securettys

Due to a customer security requirement we have been asked to remove root
logins from all terminals including the console - hence we have removed
/dev/console from /etc/securettys
