Command Logging

Hi, I was just wondering if Tru64 5.1 had some sort of logging feature. What we want is for everything any user ever types in to a server to go to some sort of log file. I know there are some system level logging things, but I want to be able to go in and see "who typed what and when". We want this for all users--not just root, and also to log telnet sessions, ftp sessions, everything. I realize there are limitations with this sort of thing, for example a user opens up some sort of graphical interface--that's obviously not going to get logged (other than the fact they brought up some sort of graphical interface). If it's not part of the actual operating system, does anyone know of any third party programs that could accomplish this? TIA
