Telnet Access to Tru64 Unix

Hello Gurus:

FYI:
Running a Web Server configured on DMZ Side of Network on Tru64 Unix
4.0F(latest patches installed) with C2 Security.

Question:
What is the best way to deny access to users(accounts), via telnet, to
this Web Server from Internet?


Any suggestions are welcomed!!
